FiveM is the technical framework that lets you host custom GTA V multiplayer servers. GTA Roleplay is a specific use of FiveM (or RageMP) dedicated to narrative roleplay. Every GTA RP server uses FiveM, but not every FiveM server is RP (there's also drift, freeroam, racing).
A whitelist is an application system where you submit a character sheet, motivation and backstory before being accepted by the staff. It's common on serious RP servers to maintain high narrative quality and keep out trolls.
